Most Philippine civil documents are in English
PSA birth, marriage and death certificates are generally issued in English, so they usually need no translation for USCIS. Translation is needed for handwritten annotations, local documents in Tagalog or another Philippine language, and US documents that must be understood by family members.
Apostilles for the Philippines
The Philippines joined the Hague Apostille Convention in 2019, so US documents going there usually need an apostille rather than consular authentication.
